Even if you use media print or media all, the IE default setting is to
ignore both background color and images.
If you go to "Tools -> Internet options -> Advanced -> Printing" you can
check the "Print background colors and images" box. If you want users of
your site to see the background image in print, you can either tell them how
to turn on the option, or you can use an ActiveX component which allows you
to set certain print settings:

(In IE's default security level, ActiveX-controls need to be explicitly
trusted by the user via pop-up.)
